Multi-Factor Authentication (MFA) for CM/ECF and PACER

Wednesday, May 7, 2025

Beginning in mid-May, the Administrative Office of the United States Courts (AO) will start rolling out multi-factor authentication (MFA) to strengthen cyber security for CM/ECF and PACER. MFA adds an extra layer of protection to user accounts, helping to guard against cyber threats and other security vulnerabilities. Full implementation is expected by the end of 2025. Between mid-May and the end of the year, users who have not enrolled voluntarily for MFA will be randomly prompted to do so at login. By the end of 2025, MFA will be mandatory for all users with CM/ECF-level access. CM/ECF users who share their accounts will be able to use up to five authentication applications. Please visit PACER for more information.
