UPDATE RE:  Canadian Mail Strike Impacts Bankruptcy Noticing Center Notices to Canadian Recipients

A mail strike by Canadian postal workers is adversely impacting delivery of bankruptcy notices that US Bankruptcy Courts mailed through the Bankruptcy Noticing Center (BNC) to Canadian recipients.  A general strike began on September 26, 2025.  On October 10, 2025, the general strike was converted to a rotating strike.  This is how paper notices to Canadian recipients have been impacted:

Paper notices the BNC attempted to deliver to Canadian recipients between September 26 and October 1 were held at the Canadian/United States border until October 10.  Significant delays in delivering these notices are expected.

Between October 2 and October 16, the BNC bypassed notice recipients if the last line of the address contained the word “Canada.”  When notice recipients are bypassed, no paper notice is mailed to the bypassed recipients, the BNC notifies the debtor’s attorney of mail that is bypassed as undeliverable, and the BNC Certificate of Service indicates recipients who were bypassed as undeliverable.

On October 17, the BNC resumed mailing paper notices to Canada, but significant delays in delivering these notices are expected.

Please Note:  Electronic bankruptcy noticing (EBN) through the BNC is not an option for international recipients, so litigants should not assume that a Canadian recipient received notice by other means (i.e., electronic notice).
